URL copied from "edit bookmark" dialog should have spaces url-encoded

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Go to http://iopscience.iop.org/journal/0266-5611/page/Special%20Issue%20on%20Generalized%20Radon%20Transforms%20and%20Applications%20in%20Tomography
2. Bookmark the page
3. Edit the bookmark
4. Copy the URL from the bookmark
5. Paste it

What is the expected behavior?
http://iopscience.iop.org/journal/0266-5611/page/Special%20Issue%20on%20Generalized%20Radon%20Transforms%20and%20Applications%20in%20Tomography

What went wrong?
iopscience.iop.org/journal/0266-5611/page/Special Issue on Generalized Radon Transforms and Applications in Tomography

Note that http is missing and spaces are not encoded.

OS Version: 10.0

I know that a similar mechanism is used when copying URLs from the omnibox: in that case, http:// is not displayed, either, but is part of the result in the clipboard. Probably, copying from the "edit bookmark" dialog should use the same mechanism.

Able to reproduce this issue on reported version 64.0.3282.119 and on latest canary 66.0.3335.0 using Windows 10,Mac 10.13.1 and Ubuntu 14.04 with steps mentioned in comment#0.

This issue is seen from M60. Hence considering this issue as Non-Regression and marking as Untriaged.
