Scroll Jump from current position when switching between applications

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Open a page in Chrome.
2. Switch to another application and do some mouse scroll on this window.
3. Switch back to Chrome and try to scroll the content in Chrome.

What is the expected behavior?
The scroll should start from the current position.

What went wrong?
The scroll jumps far off from the current scroll position firstly then it scrolls. Looks like the chrome browser is interfered by the user scroll event even while it is not it an active window.

Did this work before? N/A 

Chrome version: 64.0.3282.119  Channel: stable
OS Version: Ubuntu 16.04
Flash Version:

Unable to reproduce this issue on reported version 64.0.3282.119 using Ubuntu 14.04 with below steps.

1. Opened chrome and observed scrollbar position
2. Switched to firefox and scrolled there
3. Switch backed to chrome and started scrolling both using mouse wheel and by dragging scrollbar -- both started from position we left the scrollbar previously. Attaching screencast for reference.

@Reporter: Please check the video and let us know if we miss anything. This would help in further triaging of the issue.

I just tested. I need to apologize for not mentioning that the issue is with Gnome 3.20.4. It seems to be fine with Unity desktop.

Details:

Desktop Shell: GNOME Shell 3.20.4
OS: Ubuntu 16.04 LTS
Hardware: presto-Aspire-E5-575
Touchpad: Precision supported touchpad.

The issue is very much identical to this one. https://bugs.chromium.org/p/chromium/issues/detail?id=608246

The only difference is that it might be fixed for most of the OS and desktop environment, but I'm facing in GNOME Shell 3.20.4 not in unity.

I'm not sure if this bug report is a duplicate to that 608246

As we are unable to reproduce the issue from ET end using Ubuntu 14.04 Unity with the reported chrome version 64.0.3282.119 and on the latest dev#66.0.3336.0, CC'ing "sadrul" from Issue 608246 for further inputs.

@sadrul: Could you please confirm whether this issue is similar to that of  https://bugs.chromium.org/p/chromium/issues/detail?id=608246

I noticed this bug about a month ago and posted a question here on it https://askubuntu.com/questions/1075621/how-to-solve-a-scrolling-misbehavior-after-doing-alttab

I don't think it's a Chrome/Chromium issue, the issue happens also when switching from Chrome to Visual Code, probably it's an Ubuntu issue.
Visual Studio Code is an Electron app which is an engine based on Chromium so yes, it's an issue in the Chromium code that has to do with Xorg and Mutter and only happens when there's this combination. I don't know which one to blame but it's definitely one of this three.
I have this bug in every distro with Gnome/Xorg. It can be consistently reproduced by switching between two Electron apps, or between an Electron app and Chrome/Chromium. 
Can reproduce this issue consistently switching between VS Code and Chrome under Manjaro with Gnome 3.30.2. Huge disruption to my workflow. Scrolled through docs and switched back to your code and suddenly you scrolled to somewhere else. 
Can confirm this issue happens on Ubuntu 18.04

For example, i go to the top of a file in VS Code then i alt tab into the browser and scroll to the bottom then alt tab again to VS Code and as soon as i touch the scroll wheel it takes me to the bottom of the file.
I am also facing the same issue and it is too annoying.

I currently have this issue on Ubuntu 18.04 and I had it on 16.04 as well.
