allow Flash pop up expend on windows 8 when open https://apps.facebook.com/farmville-two

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.2; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. open https://apps.facebook.com/farmville-two
2. click on search bar tab lock icon to allow flash
3. user not able to click on allow as pop-up expend on windows 8.1

What is the expected behavior?
pop-up should not expend,user should able to allow flash

What went wrong?
plz check video for same issue

Chrome version: 64.0.3282.119  Channel: stable
OS Version: 6.2 (Windows 8)
Flash Version: 28.0.0.137

Unable to reproduce this issue on reported version 64.0.3282.119 using Windows 10 and Windows 7 with steps mentioned in comment#0. Able to click on allow button on Run Flash bubble.

ET Team do not have Windows 8  machine to check this issue. Could someone from Inhouse team please have a look at this issue. Adding TE-NeedsTriageFromHYD label for further triaging of this.

Unable to reproduce this issue on Windows 8 machine using chrome reported version 64.0.3282.119  with steps mentioned in comment#0. 

Steps:
----
1. Fresh install chrome
2. Login to facebook.com
3. Navigate to https://apps.facebook.com/farmville-two
4. Observe Flash popup bubble
5. Click on 'Allow' button
6. Able to click on 'allow' button on Run Flash bubble 

Could you please fresh install chrome & check the issue with with clean profile (without any apps and extensions) on Windows 8 & let us know your observations on the same.

     i have followed all above steps but issue is still there on windows 8 & 8.1.
i also checked issue on current stable version 64.0.3282.140 & its reproducible.
