OS:Mac(10.12.6, 10.13.3 , 10.13.1).

Precondition :  Enabled ‘Force UI direction’ and ‘Enable RTL’ flags from chrome://flags .

Steps to reproduce:
1. Launch chrome, navigate to https://www.google.co.in/ URL.
2. Click on omnibox ,press tab key until focus reaches to ‘view site information’ icon and observe.
 
Actual Result:Focus is seen misplaced on view site information icon.
Expected Result:Focus is seen misplaced on view site information icon.

This is a non-regression issue, seen from M-60 build #60.0.3072.0.
  
NOTE:   
1.Issue is also seen on M-64 Stable/Beta (build # 64.0.3282.119) and canary M-66(build #66.3334.0)
2.Issue is not seen on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS.
