[MD Bookmarks] Wrench menu's cut/copy/paste don't work

Version: 63.0.3239.140
OS: Chrome

Repro:
1. Open chrome://bookmarks
2. Select multiple bookmarks (ctrl+click)
3. Open *Chrome's* 3-dot menu (aka wrench menu)
4. Click "Cut"

Expected: selected bookmarks are cut
Actual: selected bookmarks are not cut

[MD Bookmarks] Handle Cut/Copy/Paste natively.

This CL changes the Cut/Copy/Paste shortcuts to be triggered through the
web events so that the browser menu's edit buttons will work in the
bookmark manager.
