Top pixel in Chrome tab strip not clickable

Issue description

Chrome Version: 66.0.3329.0
OS: CrOS

What steps will reproduce the problem?
(1) Maximize window with many tabs
(2) Put mouse in top row of pixels on screen over background tab
(3) click

What is the expected result?

background tab is selected

What happens instead?

background tab is not selected

Adding some likely engineers. 
This is probably a recent regression, I suggest bisecting (which should find a likely culprit)

This has been fixed for me for a few days at least. I'm on dev channel.
