Issue descriptionChrome Version: 66.0.3329.0 OS: CrOS What steps will reproduce the problem? (1) Maximize window with many tabs (2) Put mouse in top row of pixels on screen over background tab (3) click What is the expected result? background tab is selected What happens instead? background tab is not selected Please use labels and text to provide additional information. Assigning to rpop@ at tom's recommendation For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
