Update CTS generation script to allow max_retries to be increased for some modules.

Data from the CTS Moblab retry dashboard shows which modules are requiring the partner to re-run the test multiple times to get a pass.

Hand editing the control files has shown that increasing some max_retry values to 10 reduces the partner workload and increases the speed we get results.

Implement this in the generator script so that hand editing the control files is not required.
