Low-power charger notification icon is confusing/ugly

Issue description

Per http://g/chromeos-discuss/BzM4ELgTeRg, the "low-power charger" notification seemingly uses a battery-with-tilde icon that has a hardcoded level around 33%.

This is confusing:

- it doesn't reflect the actual charge (which we show in the system tray)
- it doesn't match the style of the battery-with-tilde icon shown in the tray
- it's low-res compared to the tray icons, and blurry and upscaled as a result

The tray icon seems fine, but can we switch to a more-generic icon for this notification?

+ Tetsui, is the icon blurry because of downscale or is it because it's not implemented like the others (I remember we ran into this issue in the past when we switch to programmatic rendered icons)

I'll look into simplifying the battery notification icons.
