Network.getCertificate returns nothing when a response was a redirect

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:57.0) Gecko/20100101 Firefox/57.0 Steps to reproduce the problem: When using Chromium devtools protocol, if you do a "Network.getCertificate" for an origin that has been accessed, then it returns the certificate chain. However, if the only time that origin was accessed lead to a 30X redirect response, then it does not return any certificates. What is the expected behavior? Should return certificates for all origins that have been accessed. Even ones that only had redirect responses. What went wrong? Certificate chain wasn't provided by Network.getCertificate.
