Downloading both woff and woff2 fonts

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Use both woff and woff2 in an @font-face
2. See both font types download in network tab
3. 

What is the expected behavior?

What went wrong?
Seeing as Chrome supports woff2, it should ONLY download the woff2 font and not the woff font.
Seems ok on other browsers and I am sure I have the syntax of @font-face correct

Probably this is a dup of  bug 770978  which is fixed in M64.
