What steps will reproduce the problem?
1. Launch chrome,navigate to above url and click on url to select it.
2. Now click on 'i' icon of 'view site information' in omnibox and observe
 
Actual: Focus highlight is not separated properly and appears joint
Expected: Focus highlight should be separated properly

This is regression issue, broken in ‘M 63’ and below is the bisect info :
Good build: 63.0.3206.0  (Revision: 499528).
Bad build: 63.0.3207.0 (Revision: 499829).

You are probably looking for a change made after 499658 (known good), but no later than 499659 (first known bad).
