Focus issue is observed on password bubble.

Issue description

Chrome Version: 66.0.3334.0 (Official Build) dec7220f080ea5dc647603e2dd8092afe6bb302f-refs/heads/master@{#532207} (32/64-bit) 
OS: Win(7,8,8.1,10),Mac(10.12.6, 10.13.1, 10.13.3),Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and sign in to www.gmail.com with valid credentils and save the password.
2. Click anywhere on page to dismiss the password bubble and then click on key icon in omnibox to open password bubble.
3. Press 'Tab' key such that focus reaches to trash icon, press 'Enter' key from keyboard and observe the focus.

Actual: Focus get lost from password bubble.
Expected: Focus should seen on 'Undo' button.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also reproducible on M-64 Stable/Beta (build # 64.0.3282.119) and M-65 Dev (build #65.0.3325.18).

I can confirm this on Linux.

I confirm it partially. The bubble is still focused, try pressing Tab again. The 'Undo' button isn't focused, it seems to be a bug.
