Locked tab disappear

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Lock a tab
2. Open new tab
3. Separate new tab from window
4. Close window with Locked tab
5. Close all chrome windows

What is the expected behavior?
Locked tab always appear when a new browser is opened

What went wrong?
Locked windows is not remembered

Did this work before? No 

Chrome version: 64.0.3282.119  Channel: stable
OS Version: 10.0

Able to reproduce the issue on reported chrome version 64.0.3282.119 and on the latest canary 66.0.3334.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M60(60.0.3080.0) considering it as non-regressiona and marking it as Untriaged.
