What steps will reproduce the problem?
(1)Recover Build >>Sign into user and Sign out
(2)In Sign-out screen,Press Ctrl+Alt+Shift+R >>click 'Restart'to get powerwash overlay
(3)Again press Ctrl+Alt+Shift+R to get Powerwash and Revert overlay and Observe(kindly refer video)

Actual: Double traces of Powerwash overlay is seen in Sign out screen
Expected:No such double trace should be seen

This is Non-regression issue seen from M-62 Reks

Note: Issue is not seen in Linux,Windows,other chrome OS devices like Daisy,Kip.
