Japanese virtual keyboard does not support the compact mode

Issue description

Chrome Version       : 66.0.3329.0
OS Version: 10335.0.0

What steps will reproduce the problem?
1. Switch from US virtual keyboard to Japanese

What is the expected result?

The layout looks consistent

What happens instead of that?

The layout looks very different.
- In the US keyboard, there are three rows for characters
- In the JP keyboard, there are four rows for characters. Also Ctrl and Alt keys are present.


Please provide any additional information below. Attach a screenshot if
possible.

I learned from wuyingbing@ that Pinying keyboard supports compact mode, and I confirmed it does. See screenshots.

Any updates? UX of switching between US and Japanese keyboards is not great because of this problem.
Status: WontFix (was: Assigned)
close bug on the legacy UI.
The new UI is compact layout now for Japanese keyboards.
