Cannot rename a file or directory in ext4 removable drive

Project Member Reported by yamaguchi@chromium.org, Jan 29 2018

Issue description

Chrome Version: 66.0.3333.0

What steps will reproduce the problem?
(1) Format a USB drive with ext4 format.
(2) Open t with Files app.
(3) Create a new folder
(4) Right-click the new folder and try to rename it.

What is the expected result?
"rename" command is available.

What happens instead?
"rename" command is grayed out.

I confirmed this was not happening on Chrome version 63.

Note: I think this happens because it wrongly triggers the condition check for renaming a volume label, despite it's actually renaming a folder under it.
