Regression: Resume after suspend reverts to primary profile even if user suspended while in secondary profile

Issue description

Chrome Version: 63.0.3239.140 (Official Build) (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
(1) Be running 2 profiles at the same time using multi-sign-in
(2) Be in secondary profile
(3) Close lid
(4) Lift lid / sign-in at lock screen

What is the expected result?

Should resume back into secondary profile.

What happens instead?

Resumes to primary profile.

Up until 3 or 4 versions ago, this used to work fine.  At some point a regression was introduced where now we don't resume into the correct profile.

What users do you have?

I assume you logged in first with your google account and then with your private account?

If so: The Google account has a higher "security clearing" (defined by the enterprise settings) then your personal one. As such the highest security account will always be opened (which is according to spec).

As such I assume that this is a "work as intended".
