Issue descriptionDevice name: S7 From "Settings > About Chrome" Application version: 66.0.3331.0 Canary Operating system: 7 URLs (if applicable): any Steps to reproduce: (1) open url on slow connection (2) open new context menu on image, which is only partially loaded (there is displayed some low-resolution preview instead of it) Expected result: IMAGE tab in context menu Actual result: No IMAGE tab

Tested the issue in Android and able to reproduce the issue. Steps Followed: 1. Launched the Chrome Browser. 2. Navigate to random sites 3. Observed no image tab Chrome versions tested: 66.0.3334.0(Canary) OS: Android 6.0.1 Android Devices: Samsung S7 This seems to be a Non-Regression issue as this is related new Context menu UI which was introduced recently.
