Mouse scroll wheel stops working once I use the CB's touchpad to scroll

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.1.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.9 Safari/537.36
Platform: 10323.1.0 (Official Build) dev-channel edgar

Steps to reproduce the problem:
1. Open browser or setup window.
2. Use the mouse to scroll w/in browser or setup.
3. Use the touchpad to scroll w/in browser or setup.
4. Attempt to use the mouse to scroll w/in browser or setup.
5. Open a new browser tab or close/reopen setup.
6. Attempt, again, to use the mouse to scroll w/in browser or setup.

What is the expected behavior?
Browser and/or setup should allow scrolling with both the mouse and touchpad; mouse scrolling should not stop working just because a touchpad gesture has been used in a given browser tab or setup page.

What went wrong?
The mouse scroll wheel stops working once I use the touchpad to scroll or gesture in any given browser tab or setup page; refreshing the browser tab or setup page does not resolve the issue, however opening a new tab does.  Accessing a new page within setup does not resolve the issue; closing and reopening setup resolves the issue.

I have a new Acer CB3-431 and a Logitech M305 connected to a Bytecc (SIIG) KVM-2UHM 2x1 USB HDMI KVM. I use this setup with an Apple MBP and an HP Envy 4, and I've never witnessed this behavior before; I don't think the mouse or the KVM is causing the issue; I get the same results having moved the Logitech universal controller to the CB.
 
This does not occur in shells.

I have the same issue on a Pixelbook.

My exact mouse model is: Lenovo MOBTC9LA bluetooth laser mouse

Pixelbook platform: 10323.67.0 (Official Build) stable-channel eve
