Use of Chromebook mouse buttons or USB mouse cannot select horizontal scroll bar on certain web page controls

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10032.86.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.140 Safari/537.36
Platform: 63.0.3239.140 (Official Build) (64-bit)

Steps to reproduce the problem:
1. Visit https://datatables.net/examples/basic_init/scroll_x.html
2. Hover over bottom of data table to reveal the horizontal scroll bar.
3. Attempt to click on and drag horizontal scroll bar.

What is the expected behavior?
To be able to click on the horizontal scroll bar and drag it left or right.

What went wrong?
Clicking on the scroll bar and dragging it has no effect.  I have encountered this issue on various different web sites, not just this one example site.

Chrome version: 63.0.3239.140  Channel: stable
OS Version: 10032.86.0
Flash Version: Not sure, couldn't work out how to check

If this is a duplicate report, apologies.  I found other references to horizontal scroll bars here, but those issues seemed slightly different.  This issue does not appear to arise using Crome running on Windows.

Following further testing, I have discovered that when hovering over the base of tables, such as the one in the provided example, the horizontal scroll bar can be revealed in one of two different 'states', a thick state or a thin state. These two states are alternately revealed, dependiog on how close to the edge of the data table the mouse pointer is positioned.  Whilst the horizontal scroll bar is in the thin state, it CAN be selected and dragged left or right, as opposed to when the scroll bar in the thick state, when selecting and scrolling is not possible.

This behaviour is certainly different to using Chrome on a Windows PC, so I'm no longer sure if this is a bug or some sort of behaviour by design.

The horizontal scrollbar doesn't seem to be targeted by mouse events. I can see this issue on Mac as well. Basically you can get the overlay scrollbar to show up but when moving mouse on top of it, it doesn't interact with it. bokan@ do you have any guess or do we have any other related bugs for this?

On Mac there's issue 705843 but I suspect this is related specifically to ChromeOS. I'll have to take a closer look.
It is ChromeOS specific. We are experiencing the same issue - divs with horizontal scrollbars, the scrollbar can't be manipulated with a mouse by our Chromebox users, but it works fine using the Chrome browser on OSX.
I work for a school district, and we are experiencing this issue as well on a digital application we use for Elementary. 

Is there any update for this bug?

I'm unable to reproduce the issue in the link above, the horizontal scrollbar works as expected when dragged with the mouse. So either Chrome or the page has since been fixed.

I'm going to close this bug. If you're still experiencing similar issues please file a new bug (https://crbug.com/new) and assign/cc me to it. I'll take a look at each case and try to triage appropriately.
