Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: https://labs.strava.com/heatmap/#12.96/24.93096/60.16355/hot/all Steps to reproduce the problem: 1. Open developer tools and network tab 2. Clear all application memory 2. Clear cache and force reload What is the expected behavior? Content fetched from remote server What went wrong? Content is still served from disk cache, resulting in among other things broken links Did this work before? N/A Chrome version: 63.0.3239.132 Channel: n/a OS Version: 10.0 Flash Version: Disabling cache should disable cache. No ifs, no buts, disable cache if asked for. Serving from disk cache results in broken behaviour (links are wrong for example)

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.132, latest stable #64.0.3282.119 and latest canary #66.0.3334.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!

Only things I see a coming from "disk cache" seem to be blob URLs? Not sure if they're not forwarding load flags correctly or if it's just a presentation issue yet...

I believe I'm having this issue also. I have tried disabling cache options in flags as well with no luck. (Please See Attached Image) I don't know if this is by design or a bug, but it's very annoying. I'm using Chrome 65.0.3325.31 Dev Build Thanks.

re: comment #6: that does not disable the cache, it disables a particular implementation thereof (using a different one), as well as some sort V8 JITing Again, reporter, is there a problem other than the devtools showing "(from disk cache)" on blob URLs? That's somewhat misleading, but blob URLs never load from network --- they're merely names representing some data that was passed in by JavaScript.

re: comment #8 / morlovich: on The right side I have a blue arrow pointing to the 'Disable Cache' checkmark and the log showing that it clearly is not working. Something that says Disable Cache should do just that. I only tried the flags as a last resort.
