Chromium welcome page offers to have you sign in to "Chrome"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Download raw Chromium from download-chromium.appspot.com.
2. Extract the ZIP file.
3. Launch Chromium.
4. Navigate to chrome://welcome.
5. Look at the page once the Chromium logo has finished spinning.

What is the expected behavior?
Welcome to Chromium...Sign in to Chromium with your Google Account to get your bookmarks, history, passwords, and other settings on all your devices.

What went wrong?
Welcome to Chromium...Sign in to *Chrome* with your Google Account to get your bookmarks, history, passwords, and other settings on all your devices.

Upon clicking the blue "SIGN IN" button, it also uses "Sign in to Chrome" there.

Able to reproduce the issue on reported chromium version 66.0.3334.0 using Windows 7/10, Ubuntu 14.04 and Mac 10.12.6. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.

Just a drive by comment: Since we are already using "Chromium" instead of "Chrome" for most user visible strings, would it also make sense (and it is feasible) to replace chrome://* URLs with chromium://* URLs?
