Disable "Allow sites to play sounds" toggle puts a mute icon on all tabs.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36

Steps to reproduce the problem:
1. Go to settings then content settings.
2. Click on "Sound".
3. Disable the "Allow sites to play sound" toggle.

What is the expected behavior?
I did intentionally disable sound for all websites. I don't need to be reminded of it on all tabs all the time. You don't need to display the mute icon on all tabs.

If the "Allow sites to play sounds" toggle is switched to OFF, please don't display mute icon on all tabs.

Unless a site is individually white listed to be allowed to play sound, and I mute it, then I should see a mute icon.

You can display the mute icon also when a site starts playing sound and the "Allow sites to play sound" toggle is switched to OFF.

What went wrong?
The mute icon takes a lot of space from the tab title. If I have 10 tabs open, all of them have the mute icon which is not practical.

You can put a tiny icon next to the user login to block all sounds or allow all sounds.
