Hangouts cannot dial out or accept calls due to microphone permission

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Example URL: hangouts.google.com Steps to reproduce the problem: 1. Bring up hangouts.google.com or the desktop app 2. Click on a contact in the Contacts list 3. Click on the phone button to call that contact 4. A small, blank popup happens 5. A message appears on the Hangout window noting that Hangouts needs permission to access the microphone and to click the Allow button at the top of the browser, but it's nowhere to be found. And no way to satisfy this request, though the Hangouts setting for Microphone is already set to Allow. The only available action is to "Cancel". What is the expected behavior? There has never been this message before. Clicking the phone icon calls the contact, or clicking the icon for an incoming call answers it. What went wrong? Upgrading from Chrome 63 to 64.0 is the only thing that changed. This upgrade broke it and it needs to be fixed. This problem also presents a spike in cpu usage from the usual 2% to between 15-25%. So there's another underlying problem there that needs remedy. This problem presents in the browser, in the desktop Hangouts app, and within Gmail. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes 63 Does this work in other browsers? Yes Chrome version: 64.0.3282.119 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Hangouts works fine and as expected within IE v11.0 on my HP Touchsmart 610Q running Windows 7. No settings or config changes, just works as expected. Hangouts is not permitted to work in Firefox so that's ashame.

gminetos@ Thanks for the issue. Tested this issue on Windows 10,7 and Mac OS 10.12.6 on the latest Canary 66.0.3334.0 and Stable 64.0.3282.119 and unable to reproduce the issue by following the steps mentioned in the original comment. On placing a Hangouts call, can observe a popup appearing to allow/block microphone and camera. On clicking on Allow, could place the hangout call without any issues. Attached is the screen shot for reference. Request you to please retry the issue on a new chrome profile without ay flags/extensions and update the thread with the observations. Thanks..

@susanjun: Thanks, when I disabled the Hangouts extension (v2017.1019.418.1) and restarted Chrome, then hangouts.google.com behaved as expected with no popups, no permissions request, it just worked like normal. Meg Wolf had commented similarly in the Chrome forum and that there was another version of the Hangouts extension (v2017.420.419.1) that did work properly. I don't have time this morning to check that out but at least the web version is working properly now.

Yes, using the old Hangouts extension mitigates the problem but that can't be a long-term solution. Hopefully the extension itself is fixed so this problem doesn't recur.
