ChromeVox: hint text for navigating help menu

Chrome 65 or higher
All Chromebooks (but I tested on Samus and Lulu)

I found the interface of the search + period help menu to be confusing as articulated in  CRBug.com/805080 . Now I feel a good solution would be to have hint text explaining how to navigate this menu using arrow keys, etc. Since new users would be using this menu, it's important to make it easily understandable.

Partial revert: add hints to ChromeVox

ARC++ has no focus by when TalkBack is on design. Speaking this hint interferes with TalkBack.
