Shift+Ctrl+t reopens crosh no matter what even if it wasn't the last opened tab

Issue description

Chrome Version: 64.0.3282.101 (Official Build) beta (64-bit)
OS: Chrome OS - 10176.54.0 (Official Build) beta-channel eve

What steps will reproduce the problem?
(1) open a new window
(2) type ctrl+alt+t to open a crosh tab
(3) type ctrl+w to close the crosh tab
(4) type ctrl+t to open a new tab
(5) type ctrl+w to close that tab
(6) type ctrl+shift+t to reopen the closed tab

You should see a reopened new tab. Instead, the crosh tab from step 2 is reopened.

A Mac user found this bug as the keystroke on a Mac to reopen a closed tab involves the Cmd key which is where ChromeOS's Alt key is. Alt+Shift+t doesn't work, so the next thing to try for a Mac user is Alt+Ctrl+t, but that opens crosh, which is super surprising to an ordinary end user.

Nevermind. I see that if I navigate the new tab between 4 and 5 that the last ctrl+shift+t will restore that page rather than restore crosh. Closing this bug as wontfix.
