"Cookies in use" window improvements

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Click on the icon to the left of the URL.

What is the expected behavior?

What went wrong?
1. Window not resizable. User would like to make the small window bigger
to see more than just a few entries.

2. Some items are dead ends. E.g., when the user digs down to a Local
Storage folder, he can dig no further. He wants to see all his data.

Did this work before? N/A

3. Initial screen may say there are 12 cookies stored, e.g., on
http://jidanni.org but then clicking shows
three folders with no tally on how the 12 are distributed amongst them.
One must manually look in each one to find out.
Also it says "the following cookies" but that wording confuses folders full of
cookies with cookies themselves.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.84, latest stable #64.0.3282.167 and latest canary #66.0.3350.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

The suggested improvements, especially a way to display localstorage and other data, sound reasonable. I agree that the string is a bit confusing and could be improved.

As far as I know, there is currently not much work going on to further improve the dialog or add better data management UIs.
