Logging into soundcloud.com using facebook is blocked as popup blocker on first attempt.

Chrome Version: 63.0.3239.132, 64.0.3282.119, 65.0.3325.18 and 66.0.3332.0
OS: Windows,Mac and Linux

What steps will reproduce the problem?
(1) Install and launch Chrome 
(2) Visit https://soundcloud.com/
(3) Try to login using facebook.com by clicking "Continue with facebook"

What is the expected result?
Should see a popup window where I can input facebook creentials

What happens instead?
Popup window is blocked.

This isn't regression since I see the behavior on M63 and M62 as well.

I see that it's similar behavior on Edge and Firefox as well.

Able to reproduce this issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome latest stable #64.0.3282.119 and latest canary #66.0.3334.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

I don't think this is a Chrome bug because it reproduces with many other major browsers (e.g. Edge, FF).

It's most likely a bug in soundcloud. I don't think we should relax our popup blocking behavior to accommodate broken sites.
