Pressing the + key to zoom into a large image zooms you into the top left corner of the image

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3332.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open the Chromium logo (URL provided above).
2. Click on the Chromium logo (so your keyboard is not focused on the omnibox).
3. Repeatedly press the + key to zoom into the Chromium logo. 

What is the expected behavior?
Pressing the + key zooms you into the center of the image.

What went wrong?
Pressing the + key zooms you into the top left corner of the image.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 66.0.3332.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

The bug title and description will need to be updated; you need to press the Ctrl key along with the + key in order to zoom into the image.

Able to reproduce the issue on reported chrome version 66.0.3332.0 and on the latest canary 66.0.3334.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M60(60.0.3072.0) considering it as non-regression and marking it as Untriaged.
