Memory usage bug template has an insecure HTTP link to Chromium.org

Issue description

The memory usage bug template that can be found by going to crbug.com/new and selecting the "Memory usage" template has a link to chromium.org that is served over insecure HTTP. The template should be updated so the link is HTTPS.

Unable to reproduce this issue on latest stable 64.0.3282.140 and latest canary 66.0.3343.0 with steps mentioned above.

Navigated to crbug.com/new and selected memory usage, observed secured connection near info bubble. Attaching screenshot for reference.

@Reporter: Please check the screenshot and let us know if we miss anything. Please let us know on which build and which OS version you are seeing this issue. This would help us in better triaging of the issue.

This has nothing to do with the page itself. It is the link to chromium.org in the memory usage template that is HTTP and needs to be changed to HTTPS.

The template in question has the text

  "See <http://www.chromium.org/for-testers/providing-memory-details> to
provide memory usage snapshots."

That HTTP URL should be HTTPS.
