when windows is not maximized, when you hover cursor over YouTube videos, video gets lighter or color changes

Steps to reproduce the problem:
just came across a strange issue while watching a YouTube video in split screen, here's how to reproduce: go to this video https://www.youtube.com/watch?v=H_Slw4xSJNo but make sure the Chrome window is not maximized. Now, notice when you hover the cursor over the video, it get's brighter (and maybe the color/hue changes too?), and when the cursor is no longer on top of the video, it goes back to normal? You can keep doing it over and over again. But when the chrome window is maximized, the issue goes away

Unable to reproduce this issue on reported version 64.0.3282.119 using Windows 10. Opened  https://www.youtube.com/watch?v=H_Slw4xSJNo video in split screen and hovered mouse on top of the video. No color changes on hovering mouse. Attaching screencast for reference.

@Reporter: Please check the video and let us know if we miss anything. If possible please provide a screenshot of actual and expected behaviour. Also please check the issue on fresh profile which do not have any apps/extensions. This would help in further triaging of the issue.

not sure if this helps or not but, the window must be focused for this to happen. I have the video in split screen with a whatsapp chat and as I'm typing in the whatsapp chat, but also hovering the cursor over the youtube video, there is no color change. However, when I click on the youtube window, that's when the issue can be reproduced

Kind of looks like an overlay vs. non-overlay issue maybe?

Yeah, that's what I would suspect too -- I wonder if the shift is happening when we go to using a DirectComposition overlay.

We will need to make sure we have color awareness in DirectComposition.
more information that might be helpful: when the video is in "Theater mode", the issue cannot be reproduced. But Theater mode is only an option if the window is big enough...

the title of this bug should be changed because I just discovered that the window being maximized or not is not part of the issue: another scenario where this can be reproduced is if there is a playlist open. screenshot attached

I just came across a video on facebook with this same issue, so it's not a youtube specific problem
I have encountered a similar issue:

During video playback, color shifts whenever closed captions or UI elements appear/disappear. This occurs regardless of whether the Chrome window is maximized or not, and also occurs when viewing videos in full screen.

Problem seems to be mostly in the red channel, possibly a white balance issue.

Very noticeable on Netflix when enabling captions, because captions disappear for one frame between sentences. This frame will have different colors, so it looks like the screen 'blinks'.

I have encountered this problem on all video sites I use: YouTube, Netflix, Amazon Video. Problem does not occur when watching the same videos on Microsoft Edge, Mozilla Firefox or the Windows Netflix App, so it seems like a browser issue. Disabling hardware acceleration in Chrome settings causes the issue to disappear.

GPU: the iGPU in the Intel i7-7700HQ CPU.
This is a laptop with Optimus technology, the secondary GPU being an NVIDIA 1070 MAX-Q. Looking at chrome://gpu, both GPUs are being detected, and the iGPU is correctly labelled as active. However, the 'Optimus' value is shown as 'false'.
I spoke with zmo@ and sunnyps@ about what I think is this issue (is there a duplicate bug#?)

Chrome's GL video rendering path takes into account your installed color profile when rendering video.

Our DirectComposition path ignores this, and assumes all monitors ever created in the world are sRGB (AFAICT).

The result is that when you switch between DC overlays and Chrome's GL rendering video rendering path, colors may appear different.

There are two fixes to this:
1. Tell Chrome to draw all "is_overlay_candidate==1" videos as though the dst color space were sRGB, on Windows
2. See if DirectComposition can be made to behave better
2a. See if there is a power cost to this
2b. There shouldn't be cause hardware is capable ... but software can be sloppy

Looks like the fix for  issue 811118  did not fix this issue.

One possibility is that the brightness difference in this case is not due to different color spaces but between using full range srgb destination color space in GLRenderer, and using limited range rec 709 destination color space with DirectComposition when using a YUV swapchain.  This should work in theory because the driver is responsible for converting from limited range YUV to full range RGB for overlays.

ccameron@ suggested that it's possible this video has a weird color space like full range BT709 YUV, and we might be choosing the wrong defaults (limited range Rec 709) in Chrome for this particular case.
It's not just this video though, it's almost any video. And it doesn't SEEM like just a brightness change, it's very apparent when red or green is on the screen 
OP do you still see this issue?  If so, can you also test video playback on Edge while resizing its window?  I know you couldn't reproduce this on Edge with mouse hover, but it might show on resizing.

Still seeing it in 70.0.3538.110  . I tried every possible size as well as toggling "Theater mode" on and off at different sizes and I'm still not seeing the issue in Edge. One of the things you have to make sure is, Annotations have to be turned off for the video. If there are Annotations on the video, you won't be able to repro. 
Can you try running Chrome with --enable-features=FallbackBT709VideoToBT601 command line flag?  And also --disable-direct-composition separately?
I ran each of them separately/1 at a time and both of them fixed the issue!
