Chrome unable to scroll with mouse on some sites

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Example URL: http://www.diamondpaintingiowa.com/index.html Steps to reproduce the problem: 1. Go to site 2. Attempt to scroll up/down using mouse What is the expected behavior? When using a mouse wheel (up/down) the page should scroll without the use of the sidebar. I'm finding other sites on the web with similar behavior so I know its not isolated. What went wrong? The following sites do not scroll with Chrome: http://www.diamondpaintingiowa.com/index.html https://www.culverslandscape.com/ The following sites do scroll okay: http://www.fletcoconstruction.com/ http://www.idsdroneinspection.com/ I am using Chrome Version 63.0.3239.132 (Official Build) (64-bit). I believe it may be something with JQuery, though I see two sites using the same JQuery, so I'm lost. Please advise. Does it occur on multiple sites: Yes Is it a problem with a plugin?
