DOM Updates in other iFrame(s) will cause tooltip to dissappear

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: Steps to reproduce: 1. Run fiddle 2. Hover over the "Hover me" button (sometimes it will flicker sometimes not) 3. Scroll in the Debt Clock Iframe randomly 4. Hover over the "Hover me" button again, it should be flickering whenever there is a DOM update in the Debt Clock iframe. Fiddle: https://jsfiddle.net/27jn0wj0/2/ What is the expected behavior? Tooltips should not be hidden by dom changes in other iframes (like IE and FF). What went wrong? Tooltips are hidden whenever the DOM in another iFrame is updated. As you can see in the GIF (or view live in the fiddle for yourselves), the tooltip is hidden whenever the debt number changes (DOM updated). Did this work before?
