Report Time to Interactive through UKM |

Issue descriptionThe Time to Interactive (TTI) metric is already implemented in chrome, and is reported through UMA. We need UKM data for Time to Interactive for more granular understanding of the data. The data collected here will shape our messaging in various upcoming developer events, and we want the best data to make the right decisions. See Issue 806021 for umbrella tracking bug for TTI, which has UKM privacy clearance. This bug is created to track merging it M65. crrev.com/c/881533 implements the logic to report UKM. It's a small straightforward change and should merge cleanly without trouble.
