Adb is using 100% of CPU even though it is not being used

When running HWtests in the lab moblab has experienced extreme slow downs in provisioning.

Examining the moblab adb process is running and using 100% of the CPU

The direct android device testing is no longer done with moblab, CTS/GTS use adb but install it into the lxc container as part of the test, this would be the recommended way to use adb going forward.

Remove adb from the moblab to avoid the 100% cpu issue

[moblab] Remove adb - no longer required

Adb was causing issues with 100% cpu usage on the device, since
it is no longer required remove it.

TEST=local build with CTS and GTS tests being executed.
