Keyboard shortcuts not working properly on Dvorak keymap after switching Russian layout.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36 Steps to reproduce the problem: 1. Enable Dvorak keymap 2. Switch on Russian layout 3. Press 'ctrl+t' - will not work, but ctrl+y (on Dvorak) works What is the expected behavior? I expected identical behavior both on Russian & Dvorak. On firefox 52-58 both work fine. What went wrong? already described in "Steps to reproduce the problem" Did this work before? Reporter@ Thanks for the issue. Tested this issue on Ubuntu 14.04 on the reported version 63.0.3239.132 and latest Stable 64.0.3282.119 and unable to reproduce the issue by following the below steps. 1. Launched Chrome and switched to Russian(Poland, Phonetic Dvorak) keyboard. 2. Hit on Ctrl-t and can see that new tabs are getting opened without any issues. Attached is the screen cast for reference. Request you to please check and confirm if anything is missed from our end in reproducing the issue. Also request you to upgrade chrome to the latest Stable and retry the issue and update the thread with the observations. Thanks..

Hello Susanjun, While working in Dvorak layout, all the shortcuts (combinations of keys) are working fine. For instance, looking at Qwerty, 'ctrl+,' indeed closes tab and the combination 'ctrl+k' indeed opens tab However, while switching to a non-english layout (for example, Russian) the combinations work only in Qwerty keycode, not Dvorak keycode. It's similar to https://bugs.chromium.org/p/chromium/issues/detail?id=747358 So it was fixed in english layout, but in russian same issue persists. Could you please change *key-code* to be identical with the 'US Dvorak' layout. Thanks, Igor
