Self-hosted fonts not being loaded

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Load fonts using CSS:

@font-face {
  font-family: "Raleway";
  src: url("/assets/fonts/Raleway-Regular.ttf");
  font-weight: normal;
  font-style: normal;
}

2. Render the page with Chrome

What is the expected behavior?
The fonts should load with no errors

What went wrong?
The fonts are not being displayed and the console shows a bunch of errors about the different fonts not being loaded (see screenshot)

Did this work before? Yes Not sure, but not much longer than a month

Does this work in other browsers? Yes

Chrome version: 63.0.3239.132  Channel: stable
OS Version: Fedora 27
Flash Version: 

The font files haven't changed, and the same goes for the CSS code loading the fonts. We use Angular 4.4.6 with SASS to generate the CSS bundle.

This behaviour is also observed on Chrome for Android (although I cannot check the console for errors at the moment), and Chrome on Windows. Everything works fine on Firefox (Linux and Windows).

I tested older versions using BrowserStack (using the Windows 10 browsers). It regressed between Chrome 45 and Chrome 46.
Firefox 57 indeed successfully decodes the fonts.

Tested this issue on Windows 10, Mac OS 10.12.6 and Ubuntu 14.04 on the latest Canary 66.0.3334.0 and Stable 64.0.3282.119 and able to reproduce the issue.

On Launching the page www.plotist.com/about and navigating to Dvetools -> Console, can see the errors as attached in the screen shot in the original comment.
This behavior is seen from M60 chrome builds. Hence this is a Non-Regression issue.
Attached is the screen shot for reference.

Requesting someone from Blink>Fonts team to please look into this issue and help in further triaging.

Tested this issue on Windows 10 on M-45 chrome builds - 45.0.2410.0, 45.0.2453.0 and was able to reproduce the issue.

Adding Needs-Bisect label to check the regression range on the older chrome builds. Will update the narrowed bisect range tomorrow.

Tested this issue on Windows 10 on M-44 build 44.0.2358.0.

On navigating to the page www.plotist.com/about, could observe the error "WebSocket connection to 'wss://plotist.herokuapp.com/graphql' failed: WebSocket is closed before the connection is established." in Devtools -> Console.
Attached is the screen shot for reference.
On M-45 build 45.0.2410.0, could observe the error mentioned in comment #2.

Unable to narrow the bisect info further due to some system issues.

Hence requesting someone from Blink>Fonts team to please look into this issue.

I see similar error messages in Firefox 58 (Mac) console. Probably the font files are corrupted.
