Files downloaded in chrome are always deleted by chrome after user renamed

Steps to reproduce the problem:
1. Update chrome to latest version in play store
2. Download something through Chrome.
3. Launch Files(com.android.documentsui), rename the file you downloaded just now.
4. Launch chrome > menu > Downloads to check the downloaded file, missing
5. switch to Files to check the file, File is missing.

What is the expected behavior?
chrome should not delete files after renaming .

What went wrong?
chrome delete file after renaming.

Did this work before? N/A 

Chrome version: 63.0.3239.111  Channel: n/a
OS Version: 8.0.0
Flash Version: 

This issue can be reproduced with 100 percent on android O. I have reproduce this issue on Pixel
