Factory: Speed up stylus test.

Issue description

Currently, the Python back-end of our stylus pytest forwards all stylus events to Goofy front-end, one by one.
This might be too slow on some platforms and operators won't be able to see the feedback (what they draw) in realtime.

What we could do:
1. Reduce the latency of forwarding events to front-end.
2. Set an upper bound of event report rate. (For those styluses with high event report rate)
3. Buffer the events and send multiple events to front-end together.

stylus: Buffer events and flush buffer periodically.

In order to speed up stylus and make operators able to see the feedback
in realtime, we buffer the stylus events and flush events periodically
to reduce the latency from CallJSFunction.
