Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Steps to reproduce the problem: 1. Run Chrome 63.0.xxx 2. Update Chrome to 64.0.xxx (but don't restart Chrome) 3. Try to install an extension (I tried "High Contract by Google Accessibility") 4. An error message is displayed """Package is invalid. Details: 'Default locale is defined bu default data couldn't be loaded.' """ 5. The actual problem is that running Chrome is outdated. What is the expected behavior? Ideally allow extension to be installed. Possibly block extension install nagging to restart. Possibly allow ext install attempt but error out "please restart chrome to update first." What went wrong? Wrong, misleading error message is displayed. Did this work before? N/A Chrome version: 64.0.3282.119 Channel: stable OS Version: Flash Version:
