Favicons of pinned tabs are replaced by a mute icon when sound is blocked by content settings

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3331.0 Safari/537.36 Steps to reproduce the problem: 1. Open chrome://settings, right-click the tab, and click "Pin tab". 2. Open https://www.google.com, right-click the tab, and click "Pin tab". 3. Open chrome://settings/content/sound and set sound to be blocked. 4. Look at the tab strip in the browser chrome. What is the expected behavior? The favicons of the pinned tabs are not replaced by a mute icon. What went wrong? The favicons of all of the pinned tabs are replaced by the mute icon. Did this work before? N/A Chrome version: 66.0.3331.0 Channel: canary OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Attached is a screenshot of Chrome when sound is allowed (which is the default setting) and a screenshot of Chrome when sound is blocked.
