Add the PCLm Filter from cups-filters

As of cups-filters 1.17.9[1], there is a rastertopclm filter implemented using rastertopdf.  PCLm is one of the formats Mopria printers are supposed to support.

Actually, rastertopclm is already in the image[1].  But we should verify that it works.

Looks like we have the filter disabled right now.  In /usr/share/cups/mime/cupsfilters.convs the relevant line is commented out.
