Currently ozone/drm has legacy and mojo IPC implementation. The legacy IPC code can be removed once:

* 620927 is complete
* ChromeOS stable is using mojo IPC (66 conceivably)

Cleanup must remove:

* support for two branches in gpu_process_host.cc. In particular: the unnecessary code in InitOzone()
* internal ozone/drm cleanup
