Add a button to sync Device Status information to chrome://policy page

Project Member Reported by hunterking@google.com, Jan 25 2018

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Try to push current device status info to DDS

What is the expected behavior?
A button appears near "Load Policy" which causes device status information to be pushed.

What went wrong?
No method exists to push device status to DDS.

Did this work before? No

Chrome version: 63.0.3239.140 Channel: stable
OS Version: 63.0.3239.140
Flash Version:

This causes pain with BeyondCorp if the device and DDS are ever out of sync.
