When you change a site's JavaScript settings, it does not prompt you to reload the page for the new settings to take effect

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Example URL: Any site that uses JavaScript, e.g. https://www.google.com Steps to reproduce the problem: 1. Open chrome://settings/content. 2. Block JavaScript by default and restart Chrome. 3. Open a page that uses JavaScript, such as https://www.google.com 4. Click on the JavaScript icon on the right side of the omnibox and exempt google.com from JavaScript blocking. What is the expected behavior? After you exempt google.com from JavaScript blocking, Chrome prompts you to reload the page for the new settings to take effect. What went wrong? Chrome fails to prompt you to reload the page for the new JavaScript settings to take effect. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? N/A Chrome version: 64.0.3282.119 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This works correctly when doing the equivalent for cookies.
