[Re-enable] policy_RestoreOnStartupURLs test error |

Issue descriptionAs of 10321.0.0 the policy_RestoreOnStartupURLs test is failing due to tabs being out of order. Upon visual inspection, this is a test problem - the tabs are in fact in the correct order. Telemetry's browser.tabs() does not claim to be in any particular order, and it appears to have changed output recently. We'll modify this test to compare sets of tabs, rather than strict ordering.
