Disable unified autoplay, MEI preload and MEI usage on beta branch (M65)

Issue description

This is a M-65 only change: we would like to disable all the unified autoplay features by default in order to punt the launch to M-66.

@mlamouri: Could you please provide the sample test steps of the issue which would help us to verify the issue further.

Please follow these steps to check the fix:
1. Open new tab
2. Paste the following URL:
https://mounirlamouri.github.io/sandbox/autoplay/unmuted-self-link.html
3. Press Enter

Expected result: video should play without any other action (autoplay)

(if the fix did not work, the video will only play if you press the play button)

Verified issue based on steps from Comment#8 on Windows 10,7, Mac and Linux with Chrome version 65.0.3325.31.


Note : This need to be verified on Chrome OS and Android, hence not marking the bug as verified.
Verified on Chrome 65.0.3325.35/CrOS 10323.9.0 - Kip, Peppy, Candy
"Chrome on Andriod" - Tested on M65-65.0.3325.33 on below devices:
Zenfone 2(Z00AD)/ LRX21V
Acer Predator(GT-810)/LMY47i
Samsung Galaxy Tab 3 Lite (SM-T110) / JDQ39

Observed behavior: Video is not playing,until tap on play icon
The observed behaviour is expected on Chrome Android.
