Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Steps to reproduce the problem: 1. Go to chrome://settings/#languages. 2. Ensure the list has at least two languages. 3. Delete the second one. What is the expected behavior? The second language is deleted. What went wrong? Is that... intentional? If yes, please hide the `delete` option and tell the user why they can’t delete the generic one.

Able to reproduce the issue on Mac 10.12.6, Win-10 and Ubuntu 14.04 using chrome reported version #64.0.3282.119 but the same is not reproducible in the latest canary #66.0.3334.0.
