What steps will reproduce the problem?
1. Launch chrome, go to the above URL, click on 'ADD TO CHROME' Button.
2. Observe Extension Promo.

Actual: Extension details text appears faint.
Expected: Extension details text should not appear faint.

This is a regression issue, broken in M-66 series, Using the per-revision bisect providing the bisect results,

Good Build: 66.0.3330.0(Revision:531404).
Bad Build: 66.0.3331.0(Revision:531794).

You are probably looking for a change made after 531660 (known good), but no later than 531661 (first known bad).
