[Glimmer] Unable to create / stream multiple peer-connections

Issue description

Chrome Version: 65.0.3324.0
Chrome OS: 10322.0.0
DUT : Glimmer / Baytrail(Rambi)

What steps will reproduce the problem?
(1) Go to https://webrtc.github.io/samples/src/content/peerconnection/multiple/
(2) Click on the "Start" button 
(3) Click on the "Call" button 
(4) Click on "Hangup"

What is the expected result?
In Step 2: [the local video gets displayed]
In Step 3: [Both the windows gets video]
in Step 4: [The streamed media stream ends gracefully]

What happens instead?

After pressing "Start" button, no local video gets displayed.
After pressing "Call" button, no media streamed to the other windows. 
Page hangs / gets frozen.

This issue is reproducible in Winky too with the M65. 

Issue is not in the webpage or webrtc. I feel its more like a browser issue. This is observed in many sample test pages for webrtc. If we check the javascript logs(Console), we can observe the ice candidate is working fine while clicking on the buttons. More like a UI issue (Possibly).

I feel this is something with the chrome browser itself. 

I could able to reproduce in Glimmer (M65) in 65.0.3324.0. I am bisecting the issue and get back to you with the right build in M65.

Note: Not reproducible in the stable M64 version in Glimmer itself. (64.0.3282.132 / 10176.62.0) Definitely available in any one build in between.

Following is a history of Glimmer device with various builds regarding this ticket.

First time issue found in 65.0.3324.0 in Glimmer.


Tested in 65.0.3322.0 10315.0.0 -> Reproducible. 
Tested in 65.0.3322.0 10310.0.0 -> Reproducible. 
Tested in 65.0.3319.0 10302.0.0 -> Reproducible. 

Tested in 65.0.3316.0 10301.0.0 -> Not reproducible. 
Tested in 65.0.3316.0 10300.0.0 -> Not reproducible. 
Tested in 65.0.3316.0 10298.0.0 -> Not reproducible. 
Tested in 65.0.3315.0 10291.0.0 ->Not reproducible. 
Tested in 65.0.3299.0 10278.0.0 -> Note reproducible.
Tested in 64.0.3282.132 10176.62.0 -> Not reproducible. 


Thus the issue is available only from 65.0.3319.0 10302.0.0. 

Note: Winky and Glimmer belong to the same family Baytrail(Rambi).

Winky device Update: This issue is not reproducible in the most latest build ie :65.0.3325.35 10323.9.0

This issue is not reproducible in glimmer device at the latest version 65.0.3325.35 /10323.10.0.

Page hangs and that demo page is doing things inside of SRD callbacks and events, so I'm speculating this is a duplicate of 736725. In any case not reproducible as per #8.
